Research Project Evolution of Human Development Concept and Index: Revisiting the Vision and Reason from India Perspective
About: Prof PK Chaubey superannuated from Indian Institute of Public Administration (IIPA), New Delhi, in June 2016 at the age of 65 as Professor of Economics. After retirement, Prof PK Chaubey briefly joined Indira Gandhi National Open University (IGNOU), New Delhi, as a Senior Consultant, and later served as the Director of the Institute of Management Sciences in the University of Lucknow for a year. Still later, he has been associated with FORE School of Management and School of Planning and Architecture as Visiting Faculty till the age of 70.
An alumnus of the University of Allahabad, Prof Chaubey has taught in many universities including Banaras Hindu University (BHU) and Devi Ahilya Vishwavidyalaya (Indore) as well as institutes including Indian Institute of Public Administration (IIPA) and GB Pant Social Science Institute (Allahabad).In a carrier spanning over 48 years, he has been a Professor of Economics and Management for more than 30 years. He has taught a variety of subjects in Economics and Management, and conducted several training programmes, including a long-term programme for mid-career senior civil servants—called Advanced Professional Programme in Public Administration as its Director in IIPA. He has been and continues to be a Visiting Professor and Visiting Faculty in several universities, institutes, schools, and academies in the country.
Prof Chaubey has been on quite a few Boards of Studies, Departmental Research Committees, Faculty Boards, and IQACs. He has been chairman or member on several of permanent and ad hoc committees in the three Institutes he served since 1991.
Well respected in the academia for his scholarly contributions, Prof Chaubey has conducted researches with deep theoretical insights in frontier areas and was Director of Project on Trade and Environment in IIPA for Ministry of Forest and Environment. He has extensively written in many economics areas and also carried out project research and consulting with policy perspectives for Government of India and Government of Bihar as well as for multilateral organisations like UNIDO, UNDP, IDRC, Winrock International.
A regular contributor to academic journals, Prof Chaubey has published about a dozen and a half books and more than two hundred eighty pieces of research papers—developed models and produced indices in quite a few fields. He wrote a text book for NCERT for Class XI and about two dozen lessons for distance learners. He has edited lessons for IGNOU and e-pg-pathshala initiative of UGC and also reviewed MOOC units in Mathematical Economics. He is a reviewer for reputed journals including Oxford Development Studies, Publius and IIMB Management Review, as well as publishers like Oxford India, Sage India and S. Chand. He is on the Editorial Board of a number of journals of Economics, Management and Social Sciences and was, till recently, the Editor-in-Chief of UPUEA Economic Journal.
Prof Chaubey has been awarded Young Social Scientist Award by UGC, Dr Radhakrishnan Samman in Social Science by MP-UGC, Dr DP Mukerji Fellowship by ISSA, Schumpeter Distinguished Fellowship by IASR, UP Kautilya Award by UPUEA and Education Leadership Award by Dewang Mehta Foundation and Business Affaire. He was the President of 8th Annual Conference of UP Uttarakhand Economic Association and Vice President of (1) The Indian Econometric Society, (2) Indian Academy of Social Sciences and (3) Regional Science Association of India. Last but not the least, he has been the President of Indian Economic Association (for two consecutive terms 2016 and 2017) as well as Chairman of IIPA Delhi Regional Branch for four years (2014-18).
Prof Chaubey has been member on several committees/working groups constituted by UGC, ICSSR, AICTE, TIFAC, EdCiL, CSO, MoF, Planning Commission, and Commission on S&T Glossary. He has been associated with selection processes of universities; public service commissions—UPSC and PSCs of UP, UK, MP, and Odisha as well as with Kendriya Vidyalaya Sangathan and Navodaya Vidyalaya Samiti. He is on list of research methodology experts drawn by ICSSR and on various training courses by DoPT.
Prof Chaubey had occasion to visit France, Belgium, the Netherlands, the UK, People’s Republic China, Afghanistan and Nepal in official capacity and Mauritius, the United Arab Emirates, Italy, Germany, Switzerland, and the UK in personal capacity
Last but not the least Prof Chaubey has been with the Institute as an Associate way back in 1992!
