Speculative Urbanization in India?
Ranging from Lavasa and Sri City to Dholera and Aamby Valley, the new millennium has witnessed growth of mega-urban developments in India. Combining data from public and proprietary sources, this paper presents one of the first scientific estimates and mapping of the size and scope of greenfield development in this mode across India. Our analysis reveals the remarkable shift in the scale and ownership structure of greenfield development since 2003, with the increasing salience of private-led and public-private partnership (PPPs) models.
Our analysis reveals noticeable patterns of spatial concentration of these greenfield sites around the largest metropolitan agglomerations and million-plus cities. This finding offers clues to the increasing fragmentation of public services provision and local governance in urban peripheries.
