Towards Ecological Civilization
Humanity stands at the critical crossroad today. In the 300 years after the Industrial Revolution, the economy has expanded exponentially. The production, consumption and exchange of the goods and services exceed the carrying capacity of the Earth. The overshoot is phenomenal. As of now, in a year, we are using the resources of one and a half planet. The ecological footprints are becoming bigger and bigger. The unbridled growth is taking a heavy toll on the planetary ecosystem. The ecological foundation of our life-support-system, as Jared Diamond says, is on the brink of collapse, in a book by the very same title. Well, it may sound doomsday scare, but alas, it is a stark reality. All indicators remind us about the mind-boggling consequences of undifferentiated and undirected growth. The military industrial system and structures are ecologically destructive and ethically flawed. Diabolically, the production of arms and armaments, military hardware, nuclear weapons usurp the substantial part of the natural, human and financial resources of the world. Not only the developed industrial nations but even the poor countries in Africa, Asia and Latin America spend stupendous resources in the name of national defense and security. Therefore, poverty, hunger and malnutrition situations worsen indefinitely.
Lamentably, the economic globalization has widened the disparities, and ecological devastation continues to ravage the hapless people and destroy the livelihood of the toiling masses. The finance capital is pillaging the world. In retrospect, both capitalism and socialism have failed to ensure the well-being of all people and the stability of the planet. The dominant institutions and instruments of the state and the market have proved inadequate to promote harmony of economics, ecology, and ethics. Therefore, the challenge before humanity today is to build an ecological civilization. This means going beyond capitalism and socialism, market and state, and growth and globalization. As Stephen Marglin said, “The intertwined problems of development, equity, and ecology require a new economy.” And this new economy requires new economics. It is indeed the need of the hour.
पाररस्थितिक सभ्यता की ओर

साराांश
आज मानवता नाजु़क दौर से गुजर रही है। औद्योगिक क्रांति के बाद 300 वर्षों में अर्थव्यवस्था का तेजी से विस्तार हुआ है। वस्तुओं एवं सेवाओं का उत्पादन, उपभोग तथा विनिमय पृथ्वी की वहन क्षमता से अधिक है। अतिक्रमण अभूतपूर्व है। एक वर्ष में अभी तक हम पृथ्वी ग्रह के डेढ़ भू-भाग में मौजूद संसाधनों का उपयोग कर रहे हैं। पारिस्थितिकी के निशान बृहदाकार होते जा रहे हैं। इस ग्रह पर बेलगाम विकास के कारण पारिस्थितिकी तंत्र बेहद प्रभावित हुआ है।, जैसा कि जेरेड डायमंड ने अपनी पुस्तक के शीर्षक कहा है कि हमारे जीवन-समर्थन-प्रणाली की पारिस्थितिक नींव पतन के कगार पर है। खैर, उस दिन प्रलय हो सकता है; लेकिन अफसोस, यह एक कटु सत्य है। सभी संकेतक हमें अविभाजित और अप्रत्यक्ष विकास के विलक्षण परिणामों का स्मरण करवाते हैं। सैन्य औद्योगिक प्रणाली और संरचनाएं पारिस्थितिक रूप से विनाशकारी और नैतिक रूप से दोषपूर्ण हैं। शैतानी रूप से, हथियारों, सैन्य उपकरणों तथा परमाणु हथियारों के उत्पादन से विश्व के प्राकृतिक, मानवीय और वित्तीय संसाधनों का बहुत बड़ा हिस्सा समाप्त हो रहा है। न केवल विकसित औद्योगिक राष्ट्र बल्कि अफ्रीका, एशिया और लैटिन अमेरिका जैसे गरीब देश भी राष्ट्रीय रक्षा और सुरक्षा के नाम पर संसाधनों का अत्यधिक दुप्रयोग कर रहे हैं। इसलिए, गरीबी, भूख और कुपोषण की स्थिति अनिश्चित काल के लिए बदत्तर हो रही है।
दुर्भाग्य से, आर्थिक वैश्वीकरण के कारण असमानताएं बढ़ी हैं और पारिस्थितिक विध्वंस असहाय जनता को लगातार बरबाद कर रहा है और इससे मेहनतकश जनता की आजीविका भी नष्ट हो रही है। वित्तीय पूंजी दुनिया को लूट रही है। यदि हम पीछे मुड़कर देखें तो पाएंगे कि पूंजीवाद और समाजवाद दोनों ही आम जनता की भलाई तथा पृथ्वी ग्रह में स्थिरता सुनिश्चित करने में विफल रहे हैं। सरकार और बाजार के प्रमुख संस्थान और उपकरण अर्थशास्त्र, पारिस्थितिकी और नैतिकता में सामंजस्य स्थापित करने में अपर्याप्त साबित हुए हैं। इसलिए आज मानवता के सामने एक पारिस्थितिक सभ्यता का निर्माण करने की चुनौती है। इसका अर्थ है- पूंजीवाद व समाजवाद, बाजार व राज्य/सरकार तथा विकास व वैश्वीकरण से परे जाना। जैसा कि स्टीफन मार्गलिन ने कहा है- ‘विकास, समानता और पारिस्थितिकी की अंतर्निहित समस्याओं के लिए एक नई अर्थव्यवस्था की आवश्यकता है।’ और इस नई अर्थव्यवस्था के लिए नए अर्थशास्त्र की आवश्यकता है। वास्तव में यही समय की मांग है।
